23-year-old questioned in connection with Hyderabad blasts

MUMBAI: The Maharashtra ATS, in a joint operation with the Nampally police in Karnataka, have detained a man in connection with the recent twin blasts in Hyderabad that killed 16 people.

The detainee, Shaikh Aqueel (23), originally a Bhiwandi resident, had shifted to Karnataka some time ago with his parents.

Aqueel's name cropped up while the police was inquiring into several issues including the bomb blast cases.

"Shaikh is currently getting a diploma in fire services. He was detained for his alleged association with the banned outfit, Indian Mujahideen," a source said.

"We don't know what happened or what he said during his interrogation," said a source.

Aqueel was first identified by the ATS and later in a joint operation with the Karnataka police, the ATS picked him up and brought him to its Nanded unit.

"Shaikh was questioned, not arrested," said ATS chief Rakesh Maria.

The ATS had in September busted an IM sleeper cell and arrested four persons who were planning to target fundamentalist Hindu leaders.

During that time, the Karnataka police arrested 11 persons who had some connection with the Nanded group.

The Delhi police a week before that had arrested two persons, Sayyed Maqbool and Imran Khan. The duo have admitted that they did a recee of Dilsukh Nagar, where the twin bombs exploded.

Rajnath lauds Modi as most popular CM

NEW DELHI: Amid calls for a larger role for him, Narendra Modi on Saturday won singular praise from BJP president Rajnath Singh for being the "most popular" chief minister having registered "never before" three consecutive electoral wins for the party in Gujarat.

The BJP national council meeting began here with Singh exhorting the delegates to give a standing ovation to Modi and garlanding him.

"We have never seen the BJP winning three elections under one leadership," Singh said as Modi stepped forward on the dais to accept plaudits from the delegates.

"It won't be proper to welcome Modi with mere words. He deserves a good round of applause, a standing ovation," Singh said.

The BJP chief also lauded chief ministers of Madhya Pradesh and Chhatisgarh Shivraj Singh Chouhan and Raman Singh respectively for leading "successful" governments. He also had words of praise for Goa chief minister Manohar Parrikar, Bihar deputy chief minister Sushilkumar Modi and leader of the BJP legislature party in Punjab, where the party is sharing power with the Akali Dal.

Singh also defended his predecessor Nitin Gadkari, saying the allegations against the former BJP president were completely false and baseless.

Singh accused the UPA government of failure of various counts including in ensuring security, maintaining diplomatic relations, particularly with neighbouring countries, tackling naxalism and handling of the economy and sought to project the BJP as an alternative.

"We haven't seen a strong leadership in the Congress-led UPA," the BJP president said.

Ruckus in Rajya Sabha over alleged tapping of Arun Jaitley's phone

NEW DELHI: The issue of the alleged tapping of the phone of Rajya Sabha leader of opposition Arun Jaitley created a ruckus in the upper House on Wednesday morning.

Rajya Sabha chairman M Hamid Ansari was forced to adjourn the House briefly.

As soon as the House met for the day, Samajwadi Party leader Naresh Agarwal stood up and raised the issue.

"It is a matter of concern that the leader of opposition's phone is being tapped, we need an answer from the home minister," Agarwal said.

He was joined by members of the Bharatiya Janata Party (BJP), Bahujan Samaj Party (BSP), Janata Dal (United) and AIADMK.

Ravishankar Prasad of BJP, Satish Chandra Misra of BSP, AIADMK's V Maitreyan, and Shivanand Tiwari of JD(U) were among those who stood up demanding a clarification from the government on the issue.

Minister of state for parliamentary affairs Rajiv Shukla then assured them that the home minister would inform the house on the issue. The agitated members, however, were not pacified by this and sought a timeframe for the government's response.

Members sought to know if the government was involved in the phone tapping, to which Shukla responded: "The government does not do such things."

This led to uproar from the opposition benches which forced the chairman to order a brief adjournment.

When the House reassembled after the five-minute adjournment, home minister Sushilkumar Shinde said he would collect information on the matter and place it before the House soon.

"Government is bound to make a statement on this," Shinde said.

With that, the proceedings of the House continued smoothly and question hour was taken up.

The Delhi Police has arrested Anurag Singh, a doctor-turned-private detective, who runs V-Detect Private Detective Agency in New Delhi. He is believed to be the brain behind the move to acquire Jaitley's phone call details.

Anurag Singh is also one of the main accused in the tapping of the phone of former Samajwadi Party leader Amar Singh.

Karunanidhi objects to Lankan minister's statement

CHENNAI: Objecting to a Sri Lankan minister's announcement that Lankan fishermen would rally against their Indian counterparts, DMK chief M Karunandihi on Monday described it as a "planned strategy" by Colombo to divert attention from the "tyrannies" of Rajapaksa government.

Traditional industries and small enterprise development minister Douglas Devananda's statement warning of a protest "seem to be a planned strategy by Sri Lanka to divert attention from the tyrannies of the Rajapaksa government which are slowly coming to light...," he said.

"I believe Indian government would have realized by now that Devananda's remarks amount to challenging it by provoking it," Karunanidhi said in a party statement.

Recalling that Devananda is an accused in a 1986 shootout case at Choolaimedu here, he said a man with such background making statements like these was against Indian fishermen and the Tamil people which "cannot be tolerated."

"Taking into account his arrogant talk, the Centre and the state government should take due action immediately," he requested.

Lankan fishermen would stage a rally to protest against their Indian counterparts for allegedly snapping their fishing nets and causing inconvenience to them, Devananda had said while participating in the St Anthony's Church festival yesterday at Katchatheevu, an islet ceded to Sri Lanka by India in 1974.

Shinde expressed regret, did not apologize for 'Hindu terror' remark: Govt

NEW DELHI: As dust settles on the 'Hindu terror' issue, government has said home minister Sushilkumar Shinde had not apologized for his controversial remarks but only expressed regret, which was accepted by the BJP.

"Well, it is regret. That is the word that has been used. I cannot change the language once it is used," parliamentary affairs minister Kamal Nath told Karan Thapar on 'Devil's Advocate' programme on CNN-IBN.

He was responding to questions on whether Shinde had expressed regret or tendered an apology for his remark made at a Congress meet in Jaipur that BJP was running camps for training Hindu terrorists.

Nath said while Shinde had used the word BJP, he has clarified that he did not mean any political organisation.

"If it has inadvertently or advertently been construed to mean that, he said I express regret," Nath said.

He also sought to make a distinction between Shinde's remarks and similar comments made by P Chidambaram during his tenure as home minister.

"The difference was Shinde used the word BJP and Mr Chidambaram had not used the word BJP," he said.

The minister admitted that Shinde's statement of regret was discussed at meetings he and Shinde had with the BJP leadership.

"There was a discussion and some text was worked out. Some text was discussed (with BJP). They said this was enough... they said he should say this. This was not a test like putting a comma and a fullstop," Nath said, describing the meetings with the BJP leaders.

He said the matter was discussed with the BJP leaders to avoid complications later.

"We did not want a statement where they said this is not that. They want something and the only way to cut it short was to discuss it and sort it out," Nath said.

Hyderabad blasts: CCTV image may provide breakthrough

HYDERABAD: The probe into Thursday's twin blasts, which killed 16 people and injured over 100, gathered momentum with the police scanning the image of a suspect captured on CCTV camera.

The investigators are scanning the images recorded on a Closed-circuit television (CCTV) camera mounted on a traffic signal near the blast site in Dilsukhnagar, police sources said.

A man believed to be in his early thirties was seen reaching the place on a bicycle with a bag hung to its carrier a few minutes before the blasts.

He was seen reaching the area at 6.38pm, 10 minutes before the blast at Anand Tiffin Centre in front of Konark theatre. The second blast took place at 7.01pm a few meters away. The bombs at both the places were planted on old bicycles.

The surveillance camera installed in front of Dilsukhnagar bus station captured the image of the suspect. However, as his face is not clearly visible, the police are taking the help of experts.

Though the CCTV camera is focused on the vehicles moving on the main road and not towards the corner where the blast occurred, the image of the suspect on bicycle could prove a vital clue in the investigations, sources said.

The police Friday announced a suitable reward for anyone providing information about the suspect. Cyberabad police commissioner D. Tirumala Rao said the identity of the person would be kept a secret. He said the reward could be anywhere between Rs.5 lakh to Rs.20 lakh depending on the investigations.

Meanwhile, the condition of eight of the injured remained critical. The injured are undergoing treatment at seven hospitals including state-run Osmania Hospital.

Govt has casual approach on terror: BJP

NEW DELHI: Accusing the government of having a casual approach on the issue of terror, the BJP said that it has "failed" to take effective steps to prevent blasts in Hyderabad.

"The government's response is not adequate to the burning issue of terrorism. Government is taking it in a casual and usual manner," BJP leader Venkaiah Naidu told reporters outside Parliament on Friday.

"This is a very serious issue. Series of bomb blasts are happening and especially in Hyderabad and the government is unable to take any effective step. Information in received that National Investigation Agency had mentioned Hyderabad, Bangalore, Maharashtra and other areas where there is possibility of such blasts," he said.

The BJP leader said NIA had given this information two days ago which was confirmed by Home minister Sushilkumar Shinde himself.

"It is a serious issue and the government is not prepared to discuss the issue. We want MPs to express their views and then home minister should give his statement."

Criticising Shinde for going to Hyderabad on Friday, Naidu said, "The home minister should have gone to Hyderabad yesterday itself after the incident and should have come back in the morning today. Government is ignoring Parliament."

The BJP leader charged, "The home minister is changing his stand very often. First he said there were intelligence reports on possible terror attack and later said there were no specific inputs."

Special court issues summons to Vijay Mallya over tax dues

BANGALORE: In fresh trouble for the head of crisis-ridden Kingfisher Airlines, Vijay Mallya, the special court for economic offences here has issued summons to him on an income tax department criminal case for not remitting to government the tax deducted at source from salaries of its employees.

The court's action came after it took cognizance of the offence under sections 276B and 278B of the I-T Act, 1962, for not remitting Rs 74.94 crore deducted as TDS in 2009-10 fiscal and Rs 23.70 crore imposed as interest for not meeting the deadline stipulated for payment.

Section 276B entails rigorous imprisonment for a minimum of three months and a maximum of seven years with fine.

The development spells fresh trouble for Mallya, whose airline is tottering with a net loss of Rs 755.17 crore for the third quarter ended December 31, 2012, a period when it did not operate a single flight.

The I-T officials on Tuesday had filed the criminal complaint against the airline and Mallya for failure to remit TDS for the fiscal 2009-10.

The I-T department had also complained that Kingfisher owed the government Rs 401 crore as TDS amount, deducted from salaries of its employees and from payments made to others in the financial years 2008-2012.

The next hearing will be on April 19. Carrying a debt of nearly Rs 8,000 crore and accumulated loss and liabilities of a similar amount, Kingfisher has been grounded since October 1 last year after its pilots and engineers went on a strike over non-payment of salaries.

BJP protests against Sushilkumar Shinde, senior leaders detained

NEW DELHI: Senior Bharatiya Janata Party (BJP) leaders, including national president Rajnath Singh, were detained by Delhi Police at the Jantar Mantar here on Wednesday during the protest against Union home minister Sushilkumar Shinde over his 'saffron terror' remark.

Scores of BJP party workers and supporters gathered at the Jantar Mantar here to vent their ire against the home minister.

BJP spokesperson Prakash Javadekar earlier in the day said Shinde's remarks have created outrage over the country.

"Pakistan has welcomed Shinde's remark. So, this is exactly what he has done to serve his masters. He has given a handle to Pakistan to beat India. And to say that India is the epicentre of terror and whatever is happening in Pakistan is happening because of this Indian terror. So, he has actually given a handle to the Pakistanis and (it is) most unfortunate. In 65 years of independent India nobody has equated religion with terror, but that Shinde has done," said Javadekar.

"And more so, he has criticised BJP and RSS that they are running the training camps. We are the principle opposition party, then how he can have a meeting with us, how can he have a meeting with the terrorists those who run terrorist camps. And that is why we have said if you have proof, arrest us and take action. As you don't have proof, you have to apologise, you have to taker back your remarks and that is what we are demanding," he added.

Javadekar further accused the ruling Congress party of playing vote bank politics, and demanded an apology from the home minister.

"With a month now practically, the Congress wants to play politics over it and does not want to make a simple regret or withdrawal of remark or apology because they are into a vote bank politics now. And that is why we are taking demonstration today and we will raised this issue in Parliament also," he added.

The decision to carry out a protest march against Shinde, who had made the controversial remarks at a Congress conclave in Jaipur last month, was taken at a BJP Parliamentary Executive Committee meeting yesterday.

The BJP top brass yesterday also discussed the party's strategy for the Budget Session of Parliament, which begins tomorrow.

PM Manmohan Singh conveys 'concern' to David Cameron over graft claims

NEW DELHI: Prime Minister Manmohan Singh said on Tuesday he had conveyed his "serious concern" to British counterpart David Cameron over allegations of corruption in a 2010 deal for Anglo-Italian helicopters.

"I also conveyed to the prime minister our very serious concerns regarding allegations that unethical means were used in securing the 2010 contract for AgustaWestland," Singh told a joint press conference.

"Prime Minister David Cameron has assured me of the cooperation of his government in the investigation," he added.

AgustaWestland, which manufactures helicopters in Britain, is owned by Italian aerospace giant Finmeccanica, whose chief executive was arrested last week over allegations the company paid bribes to win the Indian deal in 2010.

"We will respond to any request for information. I am glad that the Italian authorities are looking into this issue in detail," Cameron told the press conference on the second day of his three-day trade-focused trip to India.

"In Britain we have introduced anti-bribery legislation that is probably the strongest anywhere in the world. We will root out any problems of bribery and corruption wherever and whenever they appear," he said.

Reports based on leaks from Italian prosecutors suggest one of the alleged middlemen used to secure the deal for AgustaWestland is based in London.

These candidates will face the bar for three years from the date of disqualification by the Commission, with the maximum being up to January 2016.

Centre pays no heed to state leaders: Karunanidhi

CHENNAI: DMK president M Karunanidhi on Saturday charged the central government of not being bothered by statements from political leaders in the states on issues like the attack on Indian fishermen by Sri Lankan forces or fuel price hikes.

Karunanidhi, whose party is a major constituent of the United Progressive Alliance ( UPA) government at the centre, said: "Every time fishermen from Tamil Nadu are attacked by Sri Lankan Navy, leaders of political parties issue statements of condemnation. Nevertheless, the attacks continue."

He added that the statements seem to make little impact on the governments of India or Sri Lanka. "Gone with the wind are statements of political leaders," he said.

Similarly, the price of fuel is hiked even though political parties issue statements opposing the hike, the DMK president said.

"Oil companies are not bothered about the social impact the price hikes have on the middle and poor classes," he said, referring to the hike in petrol and diesel prices announced Friday.

Urging the centre to take back the power to decide on oil prices from the oil marketing companies, Karunanidhi stressed that the current hike should be withdrawn.

Allahabad stampede: UP minister Azam Khan quits as chief of Mahakhumbh organizing committee

NEW DEHI: Semnior SP leader Azam Khan, who is in charge of the Kumbh Mela Management Committee, resigned on Monday taking responsibility for the stampede that led to 36 deaths.

The Uttar Pradesh government has blamed the railways for the tragedy.

"The UP government's responsibility was restricted to the mela venue only," Azam Khan said.

The death toll in the stampede at Allahabad railway station reached 36 today, with 14 more people succumbing to their injuries.

The incident occurred near the foot overbridge on platform number 6. The stampede, which took place at around 8.00pm on Sunday, also left many persons severely injured. Sources said majority of victims killed were elderly persons.

The tragic incident, reports said, took place when more than 1.5 lakh devotees thronged Allahabad junction to board return trains for their respective destinations after Mauni Amavasya Snan. The massive rush of devotees resulted in the breaking of railing on foot overbridge and subsequently the stampede.

Rs 1 lakh ex-gratia will be given to the next of kin of those killed in Allahabad stampede, railway minister P K Bansal has announced.

Bansal has rushed to Allahabad with Railway Board chairman for an on-the-spot assessment of the situation.

Bansal blamed huge rush of people for stampede at the foot-over-bridge at platform no. 6 of the Allahabad station.

At least 36 people were killed and scores of others injured on Sunday night in a stampede at Allahabad railway station as thousands of pilgrims were returning after a holy dip at the Mahakumbh.

Bansal said: "Till now death toll has reached 36. There has been no collapse of foot-over-bridge or any railing on the station. I want to clear that stampede occurred due to people reaching in large numbers. We had made arrangements before start of the Kumbh. We have come to know that people turned in large numbers resulting in stampede."

Admitting that there was lack of arrangements due to huge turn up of people, Bansal said: "It was not possible to accommodate a large numbers of devotees, who had reached railway station.

He also said that efforts are being made to decongest the station, which is overcrowded as thousands of pilgrims were there in the city to take holy dip on the occasion of 'Mauni Amavasya'.

The railways minister also informed about all arrangements being made at Allahabad. He said there are total 112 trains that pass through the Allahabad railway station and railways started 49 special trains for the Mahakumbh.
